Tool 8: Policy Monitoring

Monitoring is an ongoing process that harnesses the systematic collection of information to track the implementation of interventions. It focuses on analyzing the efficiency and effectiveness of the processes and policies that seek to generate goods and services delivered to a population. To carry out effective monitoring, a key measure available to users is the Project monitoring checklist.

When should this tool be used?

This tool must be used during the execution phase. It can be part of a monitoring and evaluation plan and be used as part of ongoing or periodic monitoring.

How should this tool be used?

This tool provides questions so that users can reflect on the effectiveness of the reintegration policies throughout their implementation. It has a column to justify your answers and analyze the circumstances or conditions that influence your answer. Should the answer be “no”, the suggestion is to modify the policy-related activities based on the conclusions drawn from the justification column. Furthermore, it also has a column for “potential mitigation measures” in which you can include alternative interventions.
